A federal appeals court on Wednesday reinstated a reverse-discrimination challenge to Newark’s residents-only hiring policy, finding the judge below conducted a faulty analysis in granting the city summary judgment.

In Meditz v. City of Newark, 10-2442, a white job applicant from outside the city claimed an ordinance requiring nonpolice employees to live within its boundaries had a disparate impact on non-Hispanic whites, in violation of Title VII of the Civil Rights Act.
