Revocation of a tax collector’s paid vacation, sick and personal time is the same as a salary reduction that is prohibited by statute, a state appeals court held Thursday.

And because such a scenario poses a legal question, rather than one pertaining to unfair labor practices or a refusal to negotiate, the matter is one for the courts, not the state Public Employee Relations Commission, the panel ruled in Hyland v. Township of Lebanon, A-4139-09.
