If a bill awaiting final legislative approval becomes law as seems likely, administrative law judges rather than agency heads will get the final say in a wide variety of disputes.

At present, agencies have 45 days to override ALJ rulings but the bill would make those final in lemon-law cases and in contested cases from nine agencies, including the Departments of Education and Environmental Protection, the Motor Vehicle and Civil Service Commissions and the Division on Civil Rights.
