Six months after an injured motorist won a $19.3 million judgment against Camden County, insurers are struggling to disclaim coverage on the ground that the county’s lawyers failed to give them proper notice of the claim.

On Dec. 10, a federal judge refused to allow the county’s excess carrier off the hook in a declaratory judgment action filed by the primary carrier last year to determine who pays the judgment, State National Insurance Co. v. County of Camden, 08-cv-5128.
