In September 2009, a merit selection committee was appointed by the Judicial Council of the Third Circuit to recommend candidates for the vacant United States bankruptcy judgeship in the Eastern District of Pennsylvania seated in Philadelphia. Following the appointment of the committee, a public notice of the position vacancy was widely circulated to publicize the vacancy, applications were received, and interviews of applicants were conducted. Following its deliberations, the committee submitted a report and recommendations to the Judicial Council for the Third Circuit.

After considering the recommendations of the selection committee, the Judicial Council proceeded to conduct interviews with the leading candidates and then forwarded its recommendations for the bankruptcy judgeship vacancy to the appointing authority, the United States Court of Appeals for the Third Circuit.
