Defendant German Marquez’s Toyota struck the rear end of another vehicle at an intersection in Plainfield. At the scene, Police Officer Lugo requested Marquez’s driving credentials. When it became apparent that he did not understand, Lugo repeated his request in Spanish. Defendant then produced a valid New Jersey driver’s license, a vehicle registration and an insurance card.
