A 1982 statutory change, putting the burden on seceders to prove reasonableness, may have stemmed the tide, but Toms River has just suffered another court-sanctioned loss of territory — one that it says could cause a domino effect.

An Ocean County judge on June 27 ordered Toms River to consent to the deannexation of 58 homes along Bay Beach Way, on a nub of the Barnegat Peninsula, so that they can join Lavallette.
