In a 5-2 majority order Tuesday, the Maryland Supreme Court followed two other jurisdictions in approving an applicant to the state bar after his character was flagged for cheating on a University of Maryland Francis King Carey School of Law bar preparation exam during his final semester.

Samuel Edward Howie, who is now a labor and employment law associate in Lewis Brisbois Bisgaard & Smith’s Newark, New Jersey, office, has previously been granted admission to both the New Jersey and New York state bars. He had applied to the Maryland State Bar in July 2021, and in a split decision Tuesday, the state high court’s majority concluded that Howie should also admitted to practice law in the third state.
