Judge Guy W. Killen, a municipal court judge in Vineland and West Deptford, has agreed to a public censure for failing to recuse himself from a domestic violence case involving the son of the mayor who voted on his appointment to the bench.

On the evening of Aug. 22, 2020, a patrolman in West Deptford arrived at a residence in the town to investigate the report of a burglary, according to Killen’s stipulation of discipline by consent. A woman reported that ongoing issues with her ex-husband, David Shields Jr., had escalated when he entered her residence to retrieve a laptop and cellphone he had purchased for his children. An argument ensued when the daughter did not want to give up her laptop. Shields prevented his ex-wife and children from leaving the property by blocking their exit with his vehicle.
