Attorneys general from New Jersey and New York filed a lawsuit against the U.S. Treasury Department on Wednesday challenging a decision by the federal agency to block state programs allowing state and local taxes to be fully deductible as charitable contributions.

The complaint filed in U.S. District Court for the Southern District of New York alleged that the Internal Revenue Service violated federal law last month when it promulgated the new rule, which the suit called a “radical break with this historical precedent and practice.”
