State Sen. Nicholas Scutari, a ranking Democrat who took up the mantle of marijuana legalization several years ago, introduced legislation on Monday that would allow recreational use of small amounts of the drug for adults 21 and over.

Scutari introduced a similar measure a little more than three years ago. If enacted—which is considered unlikely until Republican Gov. Chris Christie leaves office in January, given his vocal opposition to recreational use of marijuana—the bill would make New Jersey the ninth state to permit recreational use.
