A LANDLORD-TENANT dispute over a rent-stabilized apartment and a winter home in Florida has sparked sharp debate among a panel of appellate term judges, who issued three separate opinions in a 2-1 ruling last week.

The case involves circumstances not uncommon in New York: an elderly couple who have lived in a rent-stabilized apartment for more than 40 years but own a home in Florida, where they spend half the year.
