ALBANY – New York state has stepped in to block an initiative by the New York City Council to impose a 5-cent fee on plastic shopping bags in New York City.

Gov. Andrew Cuomo said that while he understands the environmental threat posed by the plastic bags because he has fished them out of the Hudson River, he said the danger they pose is statewide and calls for a statewide solution.
