William Bratton told a group of judges, prosecutors and defense lawyers Wednesday that he wants to give officers more discretion to hand out written warnings for minor misbehavior rather than give summonses or make arrests.

The New York City police commissioner shared his goals with the Criminal Justice Section of the New York State Bar Association, which is holding its annual meeting this week at the New York Hilton Midtown.
