Two Manhattan Housing Court judges have reached opposite conclusions regarding the same issue in the same eight-unit Upper West Side apartment building.

Judge Phyllis Saxe (See Profile) ruled for the landlord Feb. 23 in 1664 3rd Ave LLC v. Jillian Murray, 58576/13. But last September, Judge Jack Stoller (See Profile) ruled in favor of a tenant in the same building in Ouyang v. Cromelin, 2014 NY Slip Op 51416.
