ALBANY – A judge would be required to take an active role in grand jury proceedings involving police accused of injuring or killing civilians in one of the proposals Chief Judge Jonathan Lippman made Tuesday for dealing with cases he said have “transfixed” the criminal justice system.

Lippman also called in his 2015 State of the Judiciary address for the disclosure of testimony and other materials from grand jury proceedings where no true bill is returned against officers, to shed light on the reasoning behind the decisions.
