Westchester County violated the terms of an anti-discrimination consent decree when it failed to "promote" legislation preventing landlords from rejecting would-be tenants because they receive public assistance, a federal appeals court held on April 5.

The U.S. Court of Appeals for the Second Circuit upheld a judge’s finding that Westchester County was in violation of the decree, which was entered into to resolve a qui tam action alleging that the county submitted false claims to the U.S. Department of Housing and Urban Development in order to obtain fair housing grants.
