The Southern District federal court, which has a substantial number of vacancies among active judges, got some breathing room with a double-digit decline last year in new filings.
The number of cases begun in the district dropped 11.9 percent in the year ending Sept. 30, to 12,082, at the same time filings were increasing 3 percent nationwide and 8 percent in the neighboring Eastern District, according to just-released federal statistics.
