Eastern District Magistrate Judge Andrew L. Carter Jr., 41, was recommended yesterday to fill one of nine vacancies on the Southern District bench. Magistrate Judge Carter, who has been on the Eastern District bench since 2009, is a 13-year veteran of the defense bar, having previously worked at the Legal Aid Society and Federal Defenders of New York, where he rose to become supervising attorney. He is a graduate of Harvard Law School.

Magistrate Judge Carter, who is black, was recommended to the White House by Senator Charles Schumer, a member of the Senate Judiciary Committee. “I look for three things in judges—excellence, diversity and moderation—and I know Carter will bring those qualities, and more, to the bench,” the senator said in a statement.
