President Barack Obama yesterday nominated Caitlin Halligan, general counsel at the Manhattan District Attorney’s Office, to the U.S. Court of Appeals for the D.C. Circuit. A graduate of Georgetown University Law Center, Ms. Halligan, 43, spent three years as head of the appellate practice group at Weil, Gotshal & Manges and served as New York state solicitor general from 2001 to 2007.

In a statement, Mr. Obama called Ms. Halligan an individual of “unwavering integrity” and said he is confident she would “serve the American people with distinction.” Mr. Vance commended Ms. Halligan on the nomination. Ms. Halligan is “an extraordinary attorney who brings strong legal expertise, exceptional intellect, and common sense judgment to all aspects our work within the D.A.’s Office and with other government agencies,” he said in a statement.
