Chief Judge Jonathan Lippman convenes his first hearing today on the state’s civil legal services system and how specifically the state can find funding sources that can hold up against the economy and the budget process. Today’s hearing at the Appellate Division, First Department, will be the first of four planned for this fall at the four Appellate Division departments. Today’s hearing in Manhattan will be broken down into four panels: business leaders, community leaders, clients and judges. Among those scheduled to appear are Kenneth Raske, CEO of the Greater New York Hospital Association; New York City Bar President Samuel W. Seymour; Benito Romano, chairman of the board of the Interest on Lawyers’ Accounts; and Harlem Justice Court Judge Ruben A. Martino (See Profile).

The three-hour hearing, set to begin at 10 a.m., is open to the public but speakers are by invitation only. Subsequent hearings are scheduled for Rochester (tomorrow), Albany (Oct. 5) and Brooklyn (Oct. 7). Presiding over the hearings will be Judge Lippman, Chief Administrative Judge Ann Pfau, New York State Bar Association President Stephen P. Younger and the presiding justice of the regions’ appellate division.
