As Hiram Monserrate tries to reclaim his state Senate post, he is being pressed to think about his relationship with the girlfriend he was convicted of assaulting.

Mr. Monserrate is one of many New Yorkers ordered by the courts each year to attend a “batterer intervention” program—in Mr. Monserrate’s case, 52 weeks of 90-minute sessions, as a condition of his probation.
