ALBANY – The state Court of Appeals will review today whether a trial judge exceeded his authority by allowing an elderly assault victim to testify from California via a closed-circuit television, rather than ordering the witness to appear in person in a Bronx courtroom.

Also on the Court’s calendar in an abbreviated two-day November session will be challenges to the change New York City made in the way it screens police officers for drugs from urinalysis to hair testing and to the recommended disciplining of a judge for allegedly not deciding all the cases before him in a timely fashion.
