Details of a proposed settlement between New York cannabis regulators and four disabled veterans emerged Tuesday in a court filing, with each of the four plaintiffs promised a license to open a pot dispensary in exchange for dropping their complaint and allowing the fledgling industry to reopen a conditional licensing program.

The plaintiffs’ revocation of the state lawsuit would allow New York to open more than 400 storefronts to provisional licensees with past marijuana convictions, after the August lawsuit ground the industry to a halt for more than three months.
