Former New York Gov. Andrew Cuomo’s amended complaint seeking to invalidate the Commission on Ethics and Lobbying in Government contradicts his original lawsuit filed in late April, an assistant state attorney general said Wednesday.

As a consequence, the state is entitled to a declaratory judgment, Assistant Attorney General Ryan W. Hickey said in a letter to state Supreme Court Justice Thomas Marcelle of Albany County.
