Calling the lower court’s grant of summary judgment to an Atlantic City casino “premature,” a state appeals court on Thursday ruled that the New Jersey Division of Gaming Enforcement should first decide a gambler’s claim that his craps-table dice had been “tampered” with, before a court weighs in.

Relying on New Jersey case law, the Appellate Division, First Department in Manhattan said that the lower court acted too quickly in a case launched by Golden Nugget against former patron Wayne Chan over $200,000 in gambling debt Chan allegedly owes to the casino.
