New York Gov. Kathy Hochul has rolled out a newly-resolute stance on qualified immunity, saying on Tuesday that she doesn’t support its repeal of the doctrine that effectively blocks claims of police abuses.

Prior to her election win in November, Hochul appeared to vacillate about the judicial doctrine that was created by the U.S. Supreme Court to shield police and other state actors from liability for misconduct, even when they break the law.
