On Oct. 6, 2022, the Department of Buildings (DOB) released a series of proposed rules that aim to provide guidance on New York City’s recently enacted clean energy law, Local Law 97.

Law 97 seeks to reduce carbon emissions from the City’s largest buildings by imposing yearly greenhouse gas emissions limits. The DOB’s Bureau of Sustainability crafted the proposed rules to provide building owners direction as they begin to adopt energy-efficient solutions in preparation for compliance with Law 97. The rules remain open to public comment until a Nov. 14, 2022, online hearing. The final adopted rules are expected to be published later in the year.
