A number of policy changes proposed by Gov. Kathy Hochul—including criminal discovery and cashless bail reform—continue to delay the state budget for the fiscal year that began Friday, Assembly Speaker Carl Heastie, D-Bronx, told reporters in the state Capitol on Monday.

But later in the day, Hochul expressed confidence that her $216 billion spending plan for fiscal 2023 would be passed soon by lawmakers.
