A high-profile parole reform bill cleared its first legislative hurdle Monday in the New York Senate.

The bill is known as the Fair and Timely Parole Act and would shift the standard for discretionary parole release, moving toward a presumption of release under state law. Supporters say the shift would better allow prisoners to be judged on their rehabilitation, instead of the crime that put them behind bars.
