While calling for the creation of an independent statewide office to investigate “all allegations of on-the-job criminal activity by police officers,” the New York City Bar Association on Tuesday issued a detailed report that lays out specific measures it says the state and New York City should adopt in an effort to stamp out “systemic,” abusive police behavior.

District attorneys across New York State are “tasked with prosecuting [police] officers are often placed in an untenable situation because normally DAs are required to partner with these same officers to fulfill their duties,” says the report in explaining its recommendation for an independent police-activity investigatory office, which it states could be housed inside the Attorney General’s Office or outside of government apparatus.
