The use of force against inmates at Rikers Island has dramatically increased in recent years, despite a 2015 agreement by the city to curb a “deep-seated culture of violence” at the jail, the Manhattan U.S. Attorney’s Office said Thursday in announcing a suite of new reforms.

Acting U.S. Attorney Audrey Strauss said her office had reached a new agreement with New York City and its Department of Correction to better supervise captains, improve mental-health evaluations of violent inmates and develop new protocols for emergency response units, among other measures.
