Even California is becoming more conservative. California's double jeopardy statute used to protect a defendant from reprosecution if the defendant had been tried for the same acts or omissions under the laws of another state, government or country. Troubled by the growing numbers of defendants who would commit crimes in California, surrender to nearby Mexican authorities, receive a slap on the wrist, the state legislatures amended its double jeopardy law in 2004.
