Texas businessman William Moore Jr. has waited nearly 23 years for a jury to hear his claims that he was unlawfully prosecuted. He’ll have to wait a little longer.

Moore filed his first lawsuit in 1991, claiming federal agents targeted him in retaliation for speaking out against U.S. Postal Service business decisions. A judge threw out the criminal case against him. Moore’s civil case against government officials who investigated and prosecuted him in an alleged bribery scheme has dragged on for decades.
