A Chinese national has been charged in New York with participating in a multimillion-dollar scheme to export military-grade carbon fiber to China for use in fighter aircraft, bypassing export restrictions, federal prosecutors said in an unsealed complaint.

The man, identified in court papers as Ming Suan Zhang, was charged in Brooklyn federal district court for his alleged role in attempting to sell thousands of pounds of carbon fiber. The charges against Ming are rooted in an undercover sting that played out over the spring and summer, prosecutors said. Prosecutors on Sept. 26 unsealed the complaint against Ming, who was arrested this month in the United States.
