Senate Majority Leader Harry Reid is advocating for the nomination of Caitlin Halligan for a slot on the U.S. Court of Appeals for the D.C. Circuit, calling for a vote to move the stalled nominee forward. Mr. Reid last week said the U.S. Senate will vote tomorrow on whether to invoke cloture on Ms. Halligan’s nomination. A successful vote against cloture would effectively doom the nomination of Ms. Halligan, general counsel for the Manhattan District Attorney’s Office who once served as New York’s solicitor general.

The judiciary committee voted 10-8 in March to send the nomination to the full Senate. Senator Charles Grassley, R-Iowa, criticized Ms. Halligan then and questioned whether the D.C. Circuit caseload supports adding another judge. This year, gun rights advocates said they are opposed to Ms. Halligan, who as solicitor general sued gun manufacturers as public nuisances.
