California Supreme Court justices on Wednesday wrestled with whether to block an anti-tax initiative from the November ballot and, if they choose not to, whether the totality of the measure could be salvaged from a legal challenge post-election.

At oral arguments in San Francisco, the justices seemed uncomfortable with rejecting the Taxpayer Protection and Government Accountability Act outright—as legislative Democrats and Gov. Gavin Newsom have requested—before voters have a say.
