President Joe Biden’s nominee for the U.S. Court of Appeals for the Ninth Circuit repeatedly faced questions from Senate Republicans over a ruling she made in a challenge to a California coronavirus restriction. 

U.S. District Judge Lucy Koh was previously tapped for the Ninth Circuit by President Barack Obama, but the full Senate did not take up her nomination. On Wednesday, Koh once again appeared before the Senate Judiciary Committee for the seat, facing questions about past rulings and her approach to issuing opinions.
