Miami civic leaders pledged to put pressure on scofflaw property owners along the Miami River, publicly rekindling long-running disputes over how to create a public promenade on the waterfront.

At City Hall, frustrated members of the voluntary waterfront advisory board expressed their ire Tuesday at the owners of two prime riverfront properties: the EPIC II lot at 300 Biscayne Blvd. Way and the former Big Fish restaurant at 55 SW Miami Ave. Board members said the owners are seeking to indefinitely retain structures built in the path of a public river walk.
