A complaint filed Thursday by the American Civil Liberties Union of Connecticut in U.S. District Court contends that three state troopers fabricated charges against a protester who was filming a drunken driving checkpoint.
The ACLU alleges that John Barone, Patrick Torneo and John Jacobi violated Michael Picard’s right to free speech and his right against warrantless seizure of property. The suit stems from Picard’s arrest near a State Police drunken driving checkpoint in West Hartford on Sept. 11, 2015.
