Walter Flanagan, a former state's attorney in Danbury, says that 20 years ago he fielded complaints about David Holzbach, the prosecutor recently placed on leave after being accused of secretly photographing women in a Danbury courthouse. Flanagan said he sent a proposed "unique" resolution to the Chief State's Attorney's Office, but that it was never acted upon.
