A federal appeals court ruled last week that ex-Gov. John G. Rowland and his former budget director, Marc S. Ryan, are not entitled to immunity from charges lodged by state employee unions, who allege that the officials laid off thousands of their members five years ago in a political vendetta.

The unanimous decision by a three-judge panel in the U.S. 2nd Circuit Court of Appeals affirms a previous ruling by Senior U.S. District Judge Alfred V. Covello, who in refusing to dismiss the unions’ lawsuit against the officials also had rejected their immunity claims.
