Last year, attorney Michelle M. Duprey spent $100 on a ticket to see Bruce Springsteen perform at the XL Center in Hartford. But she never really saw the show.

People around her stood for the entire concert, and Duprey, who has a genetic bone disorder that keeps her in a wheelchair, couldn’t see over them from her spot in the wheelchair-accessible section.
