Earlier this month, a little-noticed amendment to the Federal Rules of Appellate Procedure took effect. Though the amendment is the only change to those rules to take effect this year, and it deals with the potentially explosive issue of identity theft arising from the wrongful use of court records, the amendment has received relatively little attention so far.
