A Wyoming rancher should be allowed to sue individual federal workers for harassment and retaliation under federal racketeering law, the rancher’s lawyer told the U.S. Supreme Court Monday.

Thermopolis, Wyo., rancher Harvey Frank Robbins maintains that Bureau of Land Management employees pulled his grazing permits and otherwise persecuted him to try to get him to give the government road access across his ranch. The court is considering whether his case can legally continue.
