A retired Massachusetts police lieutenant pleaded not guilty to federal mail fraud charges in an alleged scheme to inflate his annual pension to almost $140,000. Charles B. Lincoln was a 32-year veteran of the police department who for the last three years of his career also worked full time as director of security at a local jail. While Lincoln worked both jobs, he made an annual average of about $177,000, qualifying him for a pension $52,000 higher than he would have been entitled to normally.
