Telecom and media mergers would have an easier time winning government approval under legislation unveiled Monday by staffers for Senate Commerce Committee Chairman Ted Stevens. Opponents say Stevens' plan would be a setback for consumers because it eliminates certain requirements for local approval of TV ownership changes. It also moves any legal challenges or revisions to the D.C. Circuit, which has been more inclined to deregulate media ownership than some other courts.
