For the Philadelphia law department, the thaw has begun on two significant multiyear freezes.
After roughly three years without regular pay increases and about two without authority to freely hire new staff, the City Solicitor’s Office has reported that Mayor John Street has given the department the OK to move ahead on both fronts.
