After roughly three years without regular pay increases and about two without authority to hire staff, the Philadelphia City Solicitor's Office has been given the OK to move ahead on both fronts. As a result, 15 law department attorneys have recently been promoted and given an average salary raise of 9.5 percent. The department recently lost two attorneys for private firms, but the city solicitor calls the attention from outside firms "validation of the depth of talent we enjoy in the law department."
