Arnold Schwarzenegger signed a bill that eliminated a procedural snag that had effectively prevented foreign lawyers from practicing in California without living there. Last year, as part of a program to crack down on deadbeat dads, the State Bar began enforcing a statute that required Bar license applicants to provide a Social Security number -- a move that also caused headaches for foreign lawyers.
