But in what one scholar deems an attempt at "tort reform through the back door," the U.S. House of Representatives has resurrected and approved a rule on attorney sanctions that the conference, as well as most academics, judges and lawyers, believed had been justly interred in the old-rule graveyard more than a decade ago.
